The Kenya Medical Training College (KMTC) is in the process of admitting students who applied through Kenya Universities and Colleges Central Placement Service (KUCCPS).
In September, KMTC declined to admit the 2,285 students prompting KUCCPS to challenge the exercise in court.
KMTC Board of Directors chairman Prof Philip Kaloki said the students will be notified once they are done with the exercise.
It agreed to admit the students after KUCCPS withdrew its case. Justice Joseph Onguto had stopped admission of 3,761 students to KMTC.
Prof Kaloki said those selected by KMTC have until Wednesday next week to report. “We thank stakeholders and the general public for their patience.”
The students started reporting to the 42 KMTC campuses yesterday, almost two months after they were admitted. There was confusions after two institutions produced parallel lists.

Students force close Jaramogi Oginga Odinga University.

Siaya, Kenya: Jaramogi Oginga Odinga University of Science and Technology (JOOUST) has been closed indefinitely following protracted student demonstrations that started on Friday night, sparked by an alleged disputed student union’s elections.
The university’s Senate, through a memo issued Saturday, said it had become impossible to continue normal university activities at the main campus in Bondo.

The demonstrations continued until Saturday when students became rowdy, prompting police intervention.
Speaking to The Standard , the university’s Deputy Vice Chancellor for Academic Affairs Prof. Joseph Bosire, said the chaos started after one of the election contestants refused to concede defeat.
“The disputed election results were that of the Secretary General, a post which had two contestants. One of them refused to concede defeat which led to his supporters becoming unrully,” said Bosire.
He added that the elections agent declined to sign papers because the candidate did not follow the right procedures in order to appeal as he was instructed.

“The Senate has formed a committee that is going to look into the matter and will give us a report on Wednesday on what would have caused the chaos as well as the value of damages incured,” said Bosire.
The Friday night incident caused destruction of property and one vehicle burnt.
The students who engaged the police in running battles for the better part of the night had barricaded Bondo-Usenge road, stoning any vehicle that they came across, a matter that prompted buses that ply Usenge-Nairobi route to turn back.
A group of the rioting students also looted shops along the university way, attacked some boda boda operators and made away with one motorbike.
A battle ensued as boda boda operators beat up and blocked the students from advancing their destructions to town, forcing majority of them to run for safety in the nearby bushes as the motorcyclists kept vigil along the highway.
In a statement that was sent to media houses, Bondo MP Gideon Ochanda condemned the incident, saying the students need to be solving their problems internally without causing destruction to the neighbourhood.

Attorney General orders parties to withdraw court case
Attorney General Prof. Githu Muigai has today ordered Kenya Universities and Colleges Central Placement (KUCCPS) to withdraw a case it filed in court against Kenya Medical Training College (KMTC).
The AG directed this at a meeting held in his office today, which was attended by Cabinet secretaries James Macharia (Health), Prof. Jacob Kaimenyi (Education), Chief Executive Officers Mr. Peter K. Tum (KMTC), Mr. John Muraguri (KUCCPS) and senior officials from the two institutions.
Prof. Muigai also composed two technical teams as part of initiatives to help resolve the stalemate that has affected about 7,000 students. The students are in two lists – those selected by KMTC and those by KUCCPS.
Each team is made up of representatives from the Health and Education ministries, KMTC and KUCCPS.
The mandate of the first team will be to carefully go through the lists of those admitted by the two agencies and look for names appearing on both and write a report. The report of this exercise must be availed to the AG on Monday 12th October, 2015 to enable him give directions on the next course of action.
The second team, composed of legal experts from the four parties, will clarify issues on selection and placement of students to KMTC.
When the case is withdrawn, orders in court barring KMTC-selected students from reporting for admission at KMTC will be effectively collapsed.

The Kenya Progressive Nurses Association has warned that the recently advertised Kenya Medical Training Colleges nursing certificate courses are outdated.
“We are advising Kenyans not to apply for the courses as they have not been accredited by the Nursing Council. Certificate training was stopped,” Thaddeus Mayaka, national chairman of the association said in a press conference on Thursday.
He was referring to adverts that ran in the local dailies on Monday and Wednesday, in which the training institution announced intake for certificate nursing training in their Kabarnet, Lodwar, Kapenguria, Kitui, Oloitoktok, Bomet, Msambweni and Kilifi campuses.
“As a professional body and a key stakeholder in nurses’ welfare, we wish to protest in the strongest terms possible the introduction of certificate training through the back door,” he said.
Mr Mayaka said the association would not sit back and watch the profession being watered down by a few individuals and institutions that have no regard for the norms that define nursing standards.
The association wants the Nursing Council to rein in the institution or face legal action.
“We have already stated our position to the Ministry of Health that the minimum entry point for nursing shall be a diploma,” said Mr Mayaka.

“The nursing council, whose obligation it is to regulate and accredit institutions for nursing, should not leave the medical training college to self-police,” he said.

The Kenya Universities and Colleges Central Placement Services has no powers to admit students to the Kenya Medical Training Colleges (KMTC), Health Cabinet Secretary James Macharia has said.
The CS said relevant ministries had agreed that only the institution has the legal mandate to admit students when the dispute first came up during last year’s intake.
“We resolved that KMTC is mandated to admit students. What happened this year was not expected,” Mr Macharia said.
He added that the head of Public Service has since issued a directive confirming that KMTC should be allowed to continue with its mandate and all parties that filed cases in court should withdraw them.
“It is unfortunate that government agencies are suing each other,” Mr Macharia said, adding that the KMTC Act that gives it admission powers was not repealed when the placement services came into place.
“The KMTC Act was not repealed. That is the legal opinion we are relying on,” Mr Macharia said when he appeared before the Senate Health Committee, chaired by Isiolo Senator Mohammed Kuti (URP).

END STALEMATE
The senators had sought to know what the government was doing to end the stalemate between the ministries of Health and Education.
Prof Wilfred Lesan (Bomet, URP) said the protracted disagreements between the placement services and KMTC is not good given that both are government agencies.
Deputy Speaker Kembi Gitura sought to know what would happen to the students who had been admitted by the placement services.
“They are qualified and cannot be blamed for the two agencies’ fights,” he said.
Mr Macharia said officials would go through the lists of those admitted by the two agencies and look for names appearing on both before exploring ways to ensure the rest do not forfeit their vacancies.
He said the placement services had admitted fewer students compared with the 4,860 selected by KMTC. Mr Macharia said it would be easy to accommodate about 1,000 students whose names might not be on both lists.

Court offers reprieve for Moi University law school

The High Court has allowed Moi University’s school of law to continue operating.
Justice George Odunga issued the order after a short inter partes hearing between the institution and the Council of Legal Education on whether a temporary directive should be issued to halt the decision to shut down the school.
A full inter partes hearing could not proceed because the judge was to travel Thursday morning to Mombasa to attend a meeting on court rules for the Employment and Labour Relations Court.
Since the council had not yet responded to the case filed by Moi University, the institution pleaded with the judge to issue temporary orders.
The university claimed that anxiety had been created among the current students as well as staff on whether the law school was in operation or not.
However, the council argued that continuing students would not be affected by its directive to shut down the school because the institution had been allowed to operate, even as the winding-up process was going on.
The judge ruled that since there would be no intake of students until the matter is heard fully, the status quo should remain.
In essence, he issued an order permitting the institution to continue offering law courses to the current students, pending further directions from the court.

Maseno University administration block burnt down by unknown arsonists

Tension is high in Kisumu after the finance, registry and dean of students’ offices at Maseno University were burnt down by unknown arsonists.
Police officers at the scene have confirmed that almost the entire administration block of Maseno University in Kisumu was burnt down.

The fire incident happened on Wednesday night as fire engines fought to contain it until early Thursday morning.
Police say they suspect the arsonists were students. Officers who arrived at the scene said they suspect the pending students’ union elections as the cause of the incident.
This was after some of the students were barred from running for various posts for their students’ union.
Some students have also been complaining about missing marks ahead of their graduation ceremony and there has been rumours of lecturers’ go slow. There was no immediate comment from the university management.

Police say investigations into the incident have been launched. Some students who spoke to The Standard on phone said the damage was massive and the university may be closed indefinitely.
